Program Overview
The Housing Source Neighborhood Stabilization Program (NSP) is a community renewal initiative sponsored by the U.S. Department of Housing and Urban Development (HUD).
NSP provides emergency monetary assistance to state and local governments for the purpose of acquiring and redeveloping foreclosed properties. Instead of becoming a source of blight and abandonment, these revitalized properties can help stabilize neighborhood property values, instill and maintain a sense of community pride, and encourage new homebuyers to take up residence in the area.
The Montgomery County Office of Community Development has contracted with CountyCorp to implement and manage a major portion of their NSP Plan, and we are proud to play such a vital role in the revitalization of the county.
At The Housing Source, we have identified key areas within our county hardest hit by the foreclosure crisis. We believe these neighborhoods will benefit most from the program, and look forward to completing their rehabilitation.
All NSP home prices are between $80,000 and $135,000. Each home is valued by an appraisal, and each home sale is subject to an appraisal. The purchaser is guaranteed financial peace of mind knowing that the property is being sold at or even below market value.

Sustainability
We are dedicated to revitalizing communities and providing affordable home ownership opportunities through the acquisition, rehabilitation, and subsequent sale of currently vacant homes in an efficient, sustainable way. As of 1/1/2011, our organization has recycled 15 tons of construction materials through the NSP program!
By leveraging additional partnerships, raising awareness, and fostering job creation through NSP, we have also contributed to the overall strength of the economy and the communities we serve.
Our program sets high standards for home buyer education, long-term affordability, attractive buyer financing, and quality of work and materials. From Energy Star home audits, to classes that teach residents how to cost-effectively manage their utilities, to custom home maintenance manuals – all of our initiatives create a positive and lasting impact.
One of the greatest impacts our program has had on the local economy is in the sector of most importance… Jobs. Our rehabilitation projects have the potential to create work for over 20 general contractors screened through the NSP Request for Qualifications process, and we actively encourages our buyers to work with local area realtors. We continue to track jobs created and retained due to the NSP.
